No flashing? It should extend through the face of the brick veneer.

Yeah, sometimes its a little short. Did you shine your light in? I suspect that if the flashing was totally missing, you might see secondary moisture barrier in there against the sheathing. Sometimes the flashing is there but the weep is clogged with mortar from lousy workmanship. I see that alot.

How old is the house? That was a common practice (no flashing, just a head joint left open for ventilation) on some 60's-70's houses I see around here.

That is a common find for me and to the point that I don't say anything unless I see other problems.

it's a 2007 and I had to scrape loose mortar out just to see that far in. I suspect the no flashing and full of mortar SOP

You all are lucky to see flashing there. I think I've actually seen through wall flashing on a residential place once or twice.
