This is the first time I've seen this fastener, and I was told by another H.I. it's required to secure a deck to the house. We're using the 2009 IRC here in Jersey. What's the story with these?

I don't think it's required but it works well. The other side looks the same in the interior where it attaches to the interior joist. Very strong connection called a Lateral Load Connection, Simpson makes it.
We can't solve problems by using the same kind of thinking we used when we created them

You can find a good discussion by Glenn Mathewson about multiple issues with this connection in the June 2011 issue of JLC. In short he notes that it's "permitted" in the IRC which he interprets as not being a requirement, but notes that some AHJ interpret that differently.

The NJ residential code requires anchorage for both vertical and lateral loads. That hold down tension device is specifically "permitted to be" if installed at a minimum of 2 locations. That device or other engineered methods are "not required" if the AHJ feels that the lag bolts are sufficient to resist normal lateral loads.

I've always thought it was a little strange that you can't nail the ledger board, but once you bolt the ledger board you can just nail the joist hangers to it. So I think this is a great device.

Did you pull the carpet back to check that the sub floor was nailed 6" o/c as shown in Steven's link?

Actually, Steven showed us a similar amendment to the IRC about 2 years ago...
