I'm looking for flashing details and any coded verse for protecting the sill plate on a poured foundation on a house with wood siding.

Sorry, Mike. We still just plop the sill on the concrete around here. A strip of building paper maybe, but it isn't required, AFAIK. For siding, it'll be Hardi plank.
