|
If the gas line is properly bonded, the breaker trips, killing power to the circuit.
If the gas line is not bonded, the person touching the gas line and an adjacent grounded surface will become the human bonding jumper, killing the person.

That looks like a screwed up attempt to bond to the gas line, notice both the black and bare wire are connected. I'll bet there is no real grounding electrode and this is the ill conceived attempt at grounding the system. Get a real electrician in there FAST!
