The requirement in the Uniform Plumbing Code is not in the code itself but in Appendix I "Installation Standards". How far back it goes I don't know. It's in both the 2000 and 2009 as those were the editions that CA adopted.
Installation Standard For ABS BUILDING DRAIN, WASTE, AND VENT PIPE AND FITTINGS IAPMO IS 5-2003
2.2.3 Exposed Piping Piping shall not be exposed to direct sunlight. Exception: Vent piping through roof. Plumbing vents through roof, exposed to sunlight, shall be protected by water base synthetic latex paints. Adequate support shall be provided where ABS piping is exposed to wind, snow, and ice loading.

As a side note in the "Dwelling Requirements of the Uniform Plumbing Code, 1997" they don't list Appendix I.
