Does anyone know the reason behind placing two rows of cinder blocks on top of a poured concrete basement foundation? This is a row town house that was built in 1976.

If there is no immediate or apparent structural purpose, my guess is that the builder/foundation guy blew it on the site elevation. I've been on more than a couple jobs where someone simply didn't get the elevation right, & the builder had to "shim" it up w/some block.

I have seen a couple of foundations where the concrete forms used didn't provide the needed headroom. Perhaps they were planning on a dropped ceiling. Instead of getting higher forms the builders had the walls raised with masonry. The block masonry is weaker and the different expansion rate causes cracks. If I had to do it I would have vertical reinforcing to connect the block to the concrete.

But it could be that the builder messed up the elevation.
