Is this some kind of pressure booster/regulator? This is mounted close to the natural gas hot water tank. Any help would be appreciated.

It appears to be a recirculation pump.

Ok, That makes sense. Never seen one here in OKLA. That explains the pretty much instant hot water in the house. They look fairly simple to install, and I would think cost effective. What drives the pump?

If its just a standard timer, you can buy them from Lowe's or Locke's for relatively cheap. Under 50 bucks?

PS: Haven't seen one since I moved from Texas, what part of town was it in?

The supply plumbing has to create a loop for it to work. (Fixtures in parallel) That particular pump is for heating. Potable water requires a bronze volute.
