These were in a condo unit. There were several in various rooms of the unit. They were mounted about 6' up on the wall.

What are they?

Yes it is a mini horn that is atached to the life safety system. The internal smoke alarms will sound when there is smoke in the particular unit. The mini horns will sound when there is water motion through the fire sprinkler lines or a fire alarm is pulled.
