Can't say that I have seen this setup before. Why attach the poly to the copper branch lines like this?

It just looks like someone was simply adding a hot and cold supply, maybe to a laundry sink or something, and never got on with it. It's a leak waiting to start, I suppose.

You mean you've never left a project hanging like that?

Now John that was the first thing that came to mind, but I was in the crawl space below the main bathroom(middle of the home) in that pic. I guess they could have been wanting to run a hot/cold bib out from the crawl to the side of the home. 21 year old home, original owner.

I would have thought water supply to a laundry facility also. Why else would there be a trap that close to the outside edge of the crawl space unless it was catching water from a washer box?

I can't say that you may ever find a good reason for why that is like that.
