Is there anything in the building standards that say this panel is in the wrong place?

The house was built in 2007 and should be on the 2003 IRC.

I am moving and do not have my code books where I am at.

As I recall, the prohibition on overcurrent devices over stairways didn't make it into the NEC until the 2008 edition. I'm not sure that it's ever made it into the IRC. So, no, it was ok in 2007.

I just believe that working on electrical on an uneven area is a bad ideal.

The hand rail will give them something to grab on to when they fall.

By the way that is the steps from the garage to the interior.

Relax. The box will probably protect the house longer than the door next to it.

I think location of that panel increases the step potential.
