I don't know about "drain tile", but it was once commonly used for storm sewer and sanitary sewer piping. You can tell if it was intended for drain piping as the interior will have a very smooth bore.

The 'cap' is a recycled drain cover, so there's a reasonable chance the pipe was also recycled to provide a cleanout access.
I remember seeing that style pipe used for drain or sewer work back in the 70's, and didn't have any clue that it had asbestos fiber in it.

Yes, It "Was" common to use ACP for storm drain, and more common for domestic and fire water. Also used as a conduit for Tel and Cammunications ducts. It might have been used somewhere for sewer BUT I doubt it, the seweage gass's would have eat it up in no time. ACP pipe was discontinued around 1980 due to the Asbesto in it. Not because of the material in it, because of what it did to the people makeing it.

Production ceased in the early 70's, outlawed in 79' but that law was overturned.
ASBESTOS CEMENT PIPE: WHAT IF IT NEEDS TO BE REPLACED?
