This is the worst fungus infest I have seen.

Almost zero ventilation, no positive slope, crawl soil lower than outside grade=mess.

Yeah,

That's pretty bad; but your statement "crawl soil lower than outside grade = mess" is pretty far off base. I'd guess that 99.9% of all crawlspace floors out here are lower than outside grade and we don't have messes unless someone seriously screwed the pooch.

You're in an extremely humid environment where it would be cooler and less humid in a crawl - even an above-grade crawl - than outside and that will lead to vapor diffusion, condensation and ultimately rot.

Jim will speak for himself but I lived in NE Atlanta for 2 1/2 years and the climate there isn't a lot different than here in south LA. Crawls lower than the surrounding property are fairly common. Rainwater collects there and makes a mess. My boilerplate for that recommends drainage from a low spot in the crawl to the muni ditch.

Same here, and sometimes I even see a crappy sump pump install to try and get the water out of the low spot where it all collects.

Not to start any arguments, but Mike O., my statement meant that combination of factors lead to the mess. I have been in well sited crawls with good slope all around that were dry, even though lower than outside grade.

We live in fairly hilly topography, but some areas, being flat as a pancake, have trouble when days of rain saturate soils.

Once I was in a crawl like this where a vapor barrier had a lot of milky liquid on it, only to learn later that the realtor had sent the termite guy in there to spray a fungicide on all the joists, through which I crawled unknowingly.

I don't prescribe remedies at all in my reports. I may suggest ideas, but always make note that cat skinning is accomplished by a wide variety of means.
