It depends on what code you ask.
The IRC says that the TPR relief pipe shall serve a single relief device and shall not connect to piping serving any other relief device or equipment.
The UPC doesn't have any similar restricition.

I worked in a Chemical distillation plant once, it was a new design, and all the very high pressure relief valves were tied into the very low pressure relief valves on some control system, with predictable results when the high pressure side lifted once.
