If lizards were live-born, I'd say Mommy dropped them off there. But they hatch from eggs, AFAIK.
They were looking for a warm place and the panel was warmed up by the sun? Regulating body temp is a big part of staying alive for a reptile.
Lizards are generally good at it, have been for XXXX years, so my guess is this was a stupid batch.
