Is that a multi story venting arrangement, i.e., a condo building and everyone's B vents go up through the mechanical rooms of the units above?

Why would it be any worse than having a water heater there with the B-vent exposed above it?

In line with every other thing People's Gas has enacted, they're now working to eliminate multistory B venting. The new installation guidelines (our version of a fuel gas code) indicate no multi story venting. FYI.
Other than that, I see an arrangement like the picture a hundred or more times a year; common as dirt in small condo buildings.
