I can't tell anything from the closeup picture. Do you have one of another view?
There are some skylights, like Anderson's Roof Windows, that have a "water deflector" installed, in addition to the head flashing. The water deflector terminates vertically, similar to what little I can see in the picture.

Thanks, Bill. I don't have another of that one, and the others were different. I'll bet you're right.
It was one of those things that looks so wrong, it might not be.
