It is a plug in the wood siding of an old house which is laying on its side.

Often there will be rows of plugs, indicating that insulation was blown into the walls.

It's a vent.

I assume you were you holding the camera sideways? The vent "Top" is not on top of your photo.

We call them vent plugs. Like Kogel said, it usually means there's blown in insulation; very common with blown in cellulose.

Around here, there mostly used for venting moisture out of wall cavities, where paint perpetually blisters on the wood siding.

And they are often painted closed like screened vents.
