I was unable to find any code reference about gaps in the sill plate. This is a 14" gap at a corner. The other side of the wall is the basement. Does this pose a problem?

Code or not, I would normally call for it to be filled. If it's a non-load bearing partition wall it's no big deal, but if it's load bearing it would be nice to have something under that stud. If I'm being picky, they can make their case.

I'd have stuck my garage door opener tester in there and that would be that.

That's the kind of thing one should write up just so's you don't get embarassed in a couple years when someone else writes it up and makes you look bad.

Honestly, I don't see it being a problem in any way, shape, or form, other than it gives me a headache thinking about some moron being that sloppy. Even if it was load bearing, it isn't going anywhere. Bugs are gonna get in regardless.

I'd still put it in the report; not sure what reason I'd provide.

Kurt, hit the nail on the head. I know it's structurally insignificant. (I was reluctant to use those exact words. As soon as you say that, someone will dispute it. But, that's the facts.) If you don't address it, someone will be asking how you missed it.

I did write it up as not a significant structural issue, but not a general building practice either. Recommended closing out gap to prevent insect intrusion. By the way those anchor straps in the picture were not fastened on the other side. In fact about 90% were not on the basement side.
