casement window problem

The two pictures are of the same window. The top one is the upper part and the bottom is the lower part. When you crank this window back to the frame it does not line up. It's far enough off that the upper latch wont grab.

What do you think is causing this? There were no obstructions and it just seemed like the window was warped or something.

I've installed these windows and found that if they are not nailed on a flat plane (surface) this will occur. Sometimes the sheathing below is not nailed properly or is protruding due to warped framing, etc.

The frame needs to be plumb on both sides as well.
