Hmmm, perhaps NY should license its contractors, rather than its inspectors.

That framing has an aged look, like a job abandoned at some time prior.

It's a good thing that they installed the flooring upside down, otherwise you would not have been able to read the label and known that it was upside down.

Anyone have a comment about the wall being shimmed over two inches because the foundation isn't flat? None of the anchors extend through the wall base plate.

Wouldn't it be installed just like that if it were a cripple wall instead of shims? I would think that IF the sheathing/ siding were properly nailed attaching the 2 bottom plates together it would work. (bottom plate to foundation and upper bottom plate to lower bottom plate)

I just searched chapter 4 of the '06 IRC. I still can't find where it requires the top of the stem wall to be level. The only requirements for levelness that I can find are for the footing.

It looks like the blocks are not filled solid where the anchors are to be installed. The house looks like tornado bait.

The only way someone should buy that house is if they sign the papers on the hood of the bulldozer they're going to use to tear it down

If it's what I'm thinking (and I've quoted this on inspections), it's
"I don't know, a little paint, a few flowers, couple of throw pillows".

My God. Chad, that could be the cake taker of all time. (For new construction that is)

I had a similar mess a few years back, just a lot older and due to severe neglect. I couldn't find a single thing that wasn't wrong. Kid wanting to buy the place on the cheap and do a "Flip it" renovation while he lived there barely knew which end of the hammer he was supposed to hold on to. I had been there for only an hour when he pulled up. I told him "the only thing this place needs is a Bulldozer". He paid me and we left.
