I saw a water heater yesterday where the cold line coming in was fairly hot to the touch, while the hot line going out was barely warm. I made sure they were connected to the correct ports, but what in the world...? Both lines were PEX. Seems like something along these lines came up on a recent thread, but I can't find it.

The dip tube on the supply line may have broken off inside the water heater.

Yeah,

If it was manufactured between about 1994 and 1999 it could very well have a polypropylene diptube that's fallen off.
