One of the hot SEC's from each meter has been cut and then.... Both smart meters outside had the same readings. I did not look very hard at this. I just snapped some pictures and walked away. My bet, their trying to power both panels simultaneously, in order to have only one bill, without having to hire an electrician to re-wire the home.
