Some shingle manufactures will allow a bare minimum of 2/12 pitch, however they typically recommend two layers of roof felt and/or full ice shield underlayment. PaintShopPro gives me this - the roof slope is 10 degrees off horizontal. From that you should be able to get a roof slope. It's a low pitch, good call. Not unusual for low income housing, modulars or mobiles. The roof is prone to failure but so are the walls and foundation.
