After studying it for a while, it looks like it's an old weighted striking clock movement that's been converted to electricity and had it's pendelum, escapement, cables and weights removed. If I'm right, I was wrong in my first response and the handshaft is what you see on the left side. It's got a lot of stylistic similarities to some tower clock movements that I've seen that were produced by the E. Howard Clock company - especially the heavy bowed cast iron legs.
