Mike Lamb
I assume these plugs are for pest/termite control but I don't know. This is probably a 100 year old house. Click to Enlarge 32.5 KB Click to Enlarge 69.83 KB
Terence McCann
Blown-in insulation would be my guess.
In-Depth
Blown-in insulation would be my guess. Yup, Insulation retrofit.
Les
size and spacing would indicate blown in insulation. Now the question is what kind of material. New plugs seem to "pop out" neatly, while the older type crumble. Pest treatment usually has much smaller holes.
Ben H
Looks like there is a row of holes in the upper section of the wall as well. I'd say insulation.

Darren
Back when I was a young lad, I worked for an insulation company doing foam insulation. That course of aluminum siding would have been removed and the holes drilled thru the sheathing, the plugs installed and the siding replaced. That there is a terrible (cheap) job. kurt
It was a very common way to install loose fill cellulose. 3 plugs, one @ sill, one middle, one top, for each stud cavity.
