I don't see another disconnect for the line power. Is there another meter with a disconnect outside? That would explain the main panel with line coming into it thru the wall. I imagine the little cylinders below the panels are surge protectors? Surge protectors is my guess too. Isn't that a main disconnect at the top of the main panel?
