It's just dangling there, having risen out of the earth along with the pipe. Is it supposed to be bonded? Thread Drift - This is a good example on why I like my customers to attend the inspection, so they can ask these questions during the inspection and not complain about some none issue later. Discovered one of the two risers for my line had failed and I was responsible for the cost to replaced with a new/better riser.
