They are only supposed to be used in emergencies and in Chicago, the owner of the property is supposed to submit a report from an architect or structural engineer as to their soundness every five years. The bottom set of the stairway is 10 feet off the ground or so – So people can't climb up from the alley – with a counterweight that when you step on the stairs they should hopefully slowly go down to grade.
