Jerry Simon Posted November 20, 2008 Report Share Posted November 20, 2008 Top lever rotates and diverts flow up to shower head or down to body sprays. Lower lever is temp control. Both must be pulled-out to get flow to either. Either can be pushed off and all flow is off. Why must both levers be pulled-out to attain flow? Unless the manufacturer designed it that way, (I can't see why), I bet they pulled the cartridges to sweat in the fixture and someone fudged it up and didn't put it back together correctly.
