I am searching for a picture that would show what installed railings and guard rails should like in a similar situation. If you can post pictures that can show what it should be like, please do. While photo 36 in the IRC Sec. 312 below is an interior picture, it still applies to the situation you describe. There should be a hand rail inside that stairway, too.
