"The Consumer and Environmental Protection Unit of the Ventura County District Attorney's office has settled a civil action against Lowe's and Home Depot regarding their water heater installation services, officials said last week. Earlier this month, a civil complaint was filed in Ventura County Superior Court alleging that Lowe's and Home Depot had collected permit fees from purchasers of their water heater installation services, but then failed to use those funds to pull the permits or arrange for final inspections by building officials."
