Something has caught her eye. She says part of the windows have holes in the bottoms - others don't. The ones with holes are fixed. The operating windows don't have visible holes. The single hung window design does not need it, the water simply flows out the sides. I can't tell but aren't those windows designed for vinyl siding installations, if so the factor drain ports might be at the bottom under the trim.
