As I'm sure most have noticed gas fumes rise higher than 18" or you wouldn't smell them. 18" was decided on because a water heater can be universally that high without going through the ceiling in nearly all garages. There is no magic protection in the 18" elevation. With a high volume of fumes in an unventilated garage, it's going kaboom no matter how high it's raised. Check those garage vents.
