I inspected a townhome today that was built in 1985. The electrical panel was in the half bathroom on the first floor. I know they are not allowed in a bathroom now, but was this okay in 1985?

The main distribution panel is mounted below the electric meter directly behind the AC at the exterior. Clearance of only 1 foot to walk behind the AC. The home was built in the 1950's. The electric service was updated in the late 90's. What exactly are the clearance requirements for exterior mounted panel boxes?
