  1. Those in particular can go to at least 8kv phase to ground, possibly 15kv phase to ground if designed so. Smaller pin types usually only go to 5kv phase to ground. I frequently call those bowl insulators. They aren't meant to stack, rather they go unto a metal threaded pin often found on cross arms. A wire or rubber "tie down" is used to hold the wire in place.
  2. Is there a main outside? Id be more concerned as to what looks like #2 SEU feeding a 200amp panel. If that is a main panel that SEU should be 4/0, if the main is outside that panel should be a sub panel.
  3. Is this protected by a main breaker or is this right from the utility?
