Can you install a GFCI receptacle legally in an old two wire system?

Going back to the old two prong type outlets; Is it accurate to say that three terminal type appliances cannot be properly pluged in to two prong style outlets. Some home owners will buy an adapter to plug these type appliances in. They have a false security that the appliance is properly grounded.

Don't have a code book handy. Is this set up accecptable

I am specificly looking for pointers on signs and symptoms to look for that you would not find in a normal dwelling that is without a basement. I.E. what and where to look for leakage problems. Thanks!
