  1. When I was testing outlets in detached garage, I was fixing, I ran into a similar problem. I had the two normal lights, plus a faint glow on the abnormal light, so I had all three. I checked connections, and after I was done, I had the two normal lights only. I remember that when I did find a poor 'grounded conductor ("neutral") connection under a wire nut. Regardless, it was improperly connected, and needed correction. Just a guess, tom
  2. The 'ungrounded conductor' is commonly refered as the 'hot'. So big difference between that and an 'equipment grounding conductor'. So good catch. tom
  3. Unlike you, their option isn't in writing and displaying a license/certification number. So he or she can say anything. Tell your client all professional options should only be in writing with license/certification numbers, and company information present. You might get a better quality professionals replying.
