    When I come across this I simply say that the GFCI is not installed according to the manufacturers installation guidelines which supersedes all codes see attached

    In California we use: The discharge piping should terminate not less than 6 inches or more than 24 inches above the floor or discharge within six inches of the ground at the building exterior. Also Water heater TPRV discharge piping is not permitted to terminate into the water heater drip pan. Refer to the UPC 510.8.
