  1. The house I grew up in still had a couple of those receptacles in place. I don't think they were still in service, but I never stuck my fingers in there to make sure. Like in your photo, ours were in the baseboards as well.
  2. Not fire, patterns don't make sense. Like was said above, these are stains. Likely from the original roof covering, maybe from moisture.
  3. I think a step to provide access to a panel would be a no-no: it doesn't provide adequate working space. A stoop(big fat step) seems like it wouldn't be a problem. I learned that the max height of a breaker is 6'7". The max height of a Jesse, however, is only 5'9". That's with boots.

  5. My experience is admittedly limited. But the majority of the condo buildings I see do not have individual shutoffs for each unit. If there's a newer rule saying this is a no-no, it'll just prove there's even more I don't know. Wouldn't suprise me.
