A meter can that's rated for use outdoors, doesn't need to be flashed to protect the can or its contents. The enclosure weatherproof. In the kansas city metro they fir them out with a chunk of 3/4 inch plywood when the house gets stucco. It seems to me they would leak no matter what kind of cladding was on the house!
