The wall in the basement looked fine, however the baseboard has something going on with it, but I'm not sure what. Whatcha think??? I think that's a water-damaged baseboard that someone tried to fix with some kind of patching compound such as Fixall. I think that they put the dome there to stop the leaks that come in from the well. It might actually work.
