What is prescribed for sealing a slab cutout?

When I opened up a wall I was surprised to find an unsealed rectangular cut-out in the slab, that contained both copper and plastic pipe passing up through the wall sill plate . Please direct me to a picture or description of how this is sealed to meet the southern building code.

Sounds like a standard water service entrance cut out.

Put a foam sleeve around each pipe and fill the cut out with cement. Or, just leave it. It's mildly sloppy, but it's not uncommon.

I suppose rodents could use it to enter the house; maybe it's best to close it up.
