During a recent inspection of a small apartment complex the PEX water lines leaving the water heater were discolored (see photo). This was primarily on the hot side; however, the return loop line was also discolored. The installer did use copper for the connections to the water heater up to about 18", which is supposed to be the minimum. Any thoughts? FYI: the hot water was around 125 degrees. There is evidence of some sort of liquid product that was applied to a area of the ceiling and on top of the vent pipe.
