When is it OK to cut trusses

Hey y'all.

I was at an inspection of a new home today and saw this(owner-builder).

It's pretty obvious that a truss should never be cut. The seller argues that it is okay(says it is strong without it). I told him to get it in writing from the truss manufacturer and he hung up on me.

Maybe I am a deal killer!

What do you think?

Did you ever see a seller that admitted that there were things wrong with their house? Everything is always fine because "so and so" said it was.
