Water heaters in closets

Does a water a water heater in a tight closet, one that can't be used for storage, still have to be anchored and electrical cable protected?

I see this all of the time on manufactured homes. But in that case they are behind panels. In this case I am talking about a water heater in a closet with a regular door but not one that can be used for storage.

Chris, I don't think that any regs regarding protecting the electrical line would change because the appliance is located in a closet. As for being anchored, that is not a national requirement. It is generally (to my knowledge) only required in seismic areas and regs would be dependent on local rules. Probably the best thing to do is to check with the AHJ.
