210.12 (B) states that AFCIs shall be permitted to be used to meet the requirements of 210.12 (B) until January 1, 2008. OK, does this mean that after said date they no longer meet the requirements? What does this mean?

You're mis-quoting the section. It says that *combination type* AFCIs are required and that, until January 1, 2008, *branch/feeder* AFCIs can be used instead. (Until the combination type devices came on the market.)
