With a little bit of hesitation I opened one valve and found the tub started filling up through the jets. In 13 years I've never seen this. There is no brand name on the tub, so I can't look it up and see if this is acceptable. It seems like there's a pretty good potential for cross contamination, but I don't know if there is a check valve or other system employed because the front of the tub was sealed.
