In each case I have marked the breaker that feeds the lower half with an "X".

Question, why would they wrap tape around the main lugs on the Cutler Hammer?

Your guess is as good as mine! Perhaps to provide some temporary "insulated" protection before they installed the breakers? It's an older photo and I really don't remember the particular panel. I don't think it's an issue.
