I would agree as long as it didn't become a sticking point with no documentation to back my call. That could be a very expensive fix. The exception is that the SE cable can be formed into a "gooseneck" and the SEC jacket be sealed with weather-resistant thermoplastic tape. The picture in the original post is not a gooseneck.
