Even when I laid brick on US Government and County schools, etc. we always stopped the flashings about a 1/2" short of the front of the bed joint. The only ones that knew the flashing was there was the one that designed it and the one who installed it. I asked the county about this detail and they simply said "This was the only way to confirm the flashing was really there." - kinda sad, but I understand. It sure is ugly though...
